HISTORY
Our History & Mandate
The National Housing Corporation (NHC) is the principal government agency responsible for the provision and management of public housing in Papua New Guinea. Established under the National Housing Corporation Act, our core mandate is to ensure that eligible citizens have access to decent, affordable, and safe living environments.
From our founding, NHC has grown to become the nation's largest public housing landlord, managing thousands of properties across all provinces. Our work has evolved from simple property management to comprehensive community development — building not just houses, but sustainable neighbourhoods.
We operate across all provinces, managing a diverse portfolio of properties ranging from single-family dwellings to multi-unit complexes, and leading the development of new housing estates to meet the growing demands of our nation.
Under the National Housing Corporation Act and guided by NEC Decision No. 341/2023, NHC continues to expand its reach, modernise its operations through digital transformation, and deliver on its mandate to house the nation.

LEGAL MANDATE
Statutory Functions & Responsibilities
As established under the National Housing Corporation Act, NHC is empowered to carry out the following statutory functions across Papua New Guinea.
- Provide and manage public housing for eligible Papua New Guineans
- Administer housing allocation in accordance with Government policy and NEC directives
- Enter into agreements with provincial and local-level governments for housing development
- Manage all assets vested in or acquired by the Corporation
- Collect rents, fees and charges in accordance with approved tariff schedules
- Develop, construct and maintain housing estates and residential properties across all provinces
- Advise the Government on national housing policy, legislation and strategy
- Facilitate home ownership schemes and concessional purchase programmes
- Undertake urban renewal and slum upgrading initiatives as directed by Government
- Partner with private sector and development organisations to expand housing supply
